CCM software for government: accessibility, procurement and vendor fit

Short answer

CCM software for government has to turn out plain-language notices that people with disabilities can use, on systems your security team will approve. State and local governments now have until April 26, 2027 (50,000+ residents) or April 26, 2028 (smaller entities) to meet WCAG 2.1 AA. Adobe Experience Manager holds a FedRAMP Moderate authorization, and OpenText Exstream shows up in UK government contract records.

CCM software for government sends the letters residents act on: benefit decisions, tax bills, license renewals, permits and enforcement notices. Those letters have to be easy to read, usable by people with disabilities, and built on software that clears procurement and security review.

Accessibility deadlines moved twice in 2026, so a lot of agencies are re-planning right now. This guide shows the dates that apply to you, what to ask vendors, and which platforms have a public sector track record. It isn’t legal advice. For the full vendor list, see our CCM software guide.

One quick note on names. Here, CCM means composing and sending outbound notices from templates and data. It’s not inbound correspondence tracking, and it’s not continuous controls monitoring, though search results mix all three.

Your accessibility deadlines at a glance

Federal agencies and state and local governments follow different rules. Find your row below.

Accessibility and plain-language deadlines for public bodies

Federal rules already apply. ADA Title II and HHS Section 504 dates each moved back a year in 2026; grey marks show the original rule and date.

Federal agencies: Section 508: WCAG 2.0 A and AA (Jan 1, 2024 to Dec 31, 2028); Plain Writing Act: covered documents (Jan 1, 2024 to Dec 31, 2028). Federal agencies: Section 508 and plain writing

Every PDF notice, letter and statement you send has to meet WCAG 2.0 AA under Section 508. That includes Office files, not just web pages.

The Plain Writing Act also applies. Anything people need to get a benefit, file taxes or follow a rule must be in plain language, so readability checks belong inside authoring, not after it.

State and local governments: ADA Title II

The 2024 rule asks for WCAG 2.1 AA, PDFs included. The 2026 extension moved your date but didn’t change the standard.

Old documents nobody uses to access services are exempt. New letters aren’t. If you get HHS funding, as many health and human services departments do, Section 504 may apply too.

The technical target for PDFs

PDF/UA (ISO 14289) is the standard for accessible PDFs, and PDF/UA-2 arrived in March 2024. Our accessible communications guide explains how it fits with WCAG.

Questions to settle before features

Hosting and security can knock a vendor out before features matter. Ask these first.

  • Where can it run? On-premises or in a government cloud tenancy? GetApp lists SmartCOMM as cloud only, while Quadient, OpenText and ISIS Papyrus offer self-hosting. Our cloud CCM guide compares them.
  • Is it authorized? Federal buyers can check the FedRAMP Marketplace directly.
  • Where does data live? Production, archives and backups, and can you pin the region?
  • How can you buy it? Ask for contract vehicles and public contract records.
  • Does retention match your records schedule, legal holds included?

The best CCM platforms for government

Public sector proof is scarce, so these picks lean on official records, trade press and reviews. Every rating is in our CCM benchmark.

Adobe AEM Forms

Best for forms-led services where an application turns into a notice

  • 4.3 ★115 Gartner reviews
  • ModerateFedRAMP, since 2019
  • 6agency authorizations

AEM Forms pairs adaptive application forms with document generation for the notices that follow. It’s the clearest pick if your security team starts with FedRAMP.

Watch out: the FedRAMP listing covers Experience Manager Managed Services, so confirm the Forms parts you need are inside it.

OpenText Exstream

Best for agencies that want to host and control the platform

  • 4.4 ★76 Gartner reviews
  • 2UK agency contracts on record

UK Contracts Finder shows the Department for Work and Pensions buying an Exstream review from OpenText in 2018, and the DVLA buying upgrade consultancy in 2025. Run it as a managed cloud service or self-host it in containers.

SmartCOMM vs OpenText Exstream →

ISIS Papyrus

Best for agencies where each letter is one step in a case

  • 4.5 ★92 Gartner reviews

Papyrus combines communications with case management. It runs on-premises or on IBM, Azure or AWS.

Watch out: one government reviewer rated it 3.0 and mentioned “difficulties with the commercial part,” so nail down contract terms.

SmartCOMM vs ISIS Papyrus →

Messagepoint or Precisely EngageOne

Best for agencies whose biggest problem is plain language

  • 4.4 ★Messagepoint, 69 Gartner reviews
  • 4.1 ★Precisely, 12 Gartner reviews

Messagepoint’s authoring assistant helps match a target reading level, and its AI translation checker targets health and human services among other sectors. Precisely added a Readability Agent to EngageOne in December 2025 that scores messages and suggests simpler wording.

SmartCOMM vs Messagepoint →

Quadient Inspire, with 4.8 from 130 Gartner reviews and both SaaS and on-premises options, is worth a slot too. Ask for public sector references.

What to put in your solicitation

These lines map to the rules above. Copy them from our CCM RFP template.

  1. Tagged PDFs that pass PDF/UA checks without manual fixes.
  2. Accessible HTML and email at WCAG 2.1 AA.
  3. Alternate formats on request, such as large print, from the same template.
  4. Readability checks while authoring, with scores saved.
  5. Locked statutory wording with approvals and an audit trail.
  6. Deployment choice and any security authorization your policy needs.
  7. Batch for tax bills, on-demand for caseworkers.
  8. An archive that follows your retention rules.
  9. Tools to move legacy templates. See our CCM migration guide.

How to test the shortlist

Start with accessibility and hosting, since either can end the conversation.

  1. Generate your hardest notice and check the PDF with a PDF/UA validator and a screen reader.
  2. Confirm hosting and authorization with security before you score anything else.
  3. Run a readability check on a current letter and compare each vendor’s suggestions.
  4. Ask for contract records or references from agencies your size.
  5. Score each bidder with our CCM vendor scorecard.

Frequently asked questions

Does Section 508 apply to PDF letters and notices?

Yes. Section508.gov says electronic documents, including PDF and Office files, must meet WCAG 2.0 Level A and AA. That covers the PDF notices, statements and letters an agency’s CCM platform produces.

When do state and local governments have to meet the ADA Title II web rule?

April 26, 2027 if your total population is 50,000 or more, and April 26, 2028 for smaller entities and special districts. The Department of Justice pushed both dates back a year in April 2026; the WCAG 2.1 AA standard didn’t change.

Are old PDFs covered by the ADA Title II rule?

Old PDFs that aren’t actively used to access services are exempt, though you must still provide accessible versions on request. New letters your CCM platform produces after the deadline aren’t old, so they need to meet WCAG 2.1 AA.

Is CCM software the same as correspondence management software?

Not always. In government, correspondence management usually means tracking inbound letters and email from the public. CCM composes and sends outbound notices, bills and letters, and some agencies need both.
