Oracle Documaker migration: decide whether to move, then move in the right order

Short answer

Start your Oracle Documaker migration by deciding whether to move at all. Move when you need business-user authoring or more digital channels, can't staff Documaker skills, or are changing policy admin systems. Then inventory extracts, scripts and filed forms, and move correspondence before filed policy forms.

Thinking about an Oracle Documaker migration? First decide whether you should move at all. If Documaker still does what you need and you can staff it, staying is a fair call. If it blocks business-user authoring, more digital channels or a new policy admin system, it’s time to go.

This page is for the developers, architects and program leads who make that call and then carry it out. For a product-level view, see SmartCOMM vs Oracle Documaker and our Oracle Documaker review.

Where Documaker stands in 2026

Oracle still sells and updates Documaker. But fewer buyers are looking at it, and much of its logic sits in extracts and scripts only a few people understand.

  • Reviews: 4.0 from 28 reviews on G2 (filed under document generation) and 4.3 from 3 on Capterra, as of October 2026.
  • Buyer attention: its share on PeerSpot fell from 3.7% to 2.6% over the past year.
  • What users say: “very stable” with a long track record, but costly to buy and run.
  • Hosting: Celent’s directory, in text supplied by Oracle, lists SaaS, PaaS and on-premises options.

Many long-running estates sit several releases behind. Confirm which version you run, and get Oracle’s support dates for it in writing before you build a business case.

Stay or move: four questions

Work through these with your architect, forms owner and compliance lead. Each answer points to a next step.

Should you stay on Documaker or migrate?

Four questions that separate a cost problem from a capability problem.

Question 1

Do you need things your Documaker setup doesn’t give you today?

For example: business users editing approved content without a developer, AI-assisted authoring or translation, or more digital channels alongside print.

Question 2

Can you staff Documaker development, in-house or through a partner, for the whole next contract term?

Question 3

Is your policy administration system being replaced or upgraded in the same period?

Question 4

Is a large share of your library filed policy forms that could need refiling if their layout changes?

Outcome: Stay and modernize

Keep Documaker, clean up the library in place and settle hosting with Oracle. Price at least one alternative at renewal so you negotiate from a real baseline. See template rationalization.

Outcome: Move with the policy admin program

Pick a CCM platform with packaged connectors for the new policy system, and move document families with each line of business. See the insurance CCM guide.

Outcome: Move in waves, correspondence first

Move correspondence and notices first. Move filed policy forms at their next scheduled revision, so you refile once. See the steps below.

Outcome: Run a full evaluation

Send one RFP to three platforms, use Oracle’s renewal quote as the baseline, and prove conversion on your three hardest templates. Use the CCM RFP template.

A planning aid for insurers, not a vendor method. Your compliance team decides how each state treats re-rendered forms.

Where Documaker teams land

On PeerSpot, Documaker buyers compare it most with OpenText Communications (27% of comparisons). Here are the CCM platforms worth a look, and what’s public about each one’s route off legacy systems.

OpenText Exstream

Best for high-volume batch output, and the platform Documaker buyers compare most

  • 4.4 ★76 Gartner reviews
  • 27%of Documaker comparisons

OpenText announced improved migration tools in November 2024.

Watch out: reviewers say moving into Exstream from other products takes real effort.

Quadient Inspire

Best for the deepest review record, run as SaaS or self-hosted

  • 4.8 ★130 Gartner reviews

Aspire points to Quadient’s InspireXpress and competitor-specific converters. Quadient partner DocVentive services Documaker estates.

Messagepoint

Best for libraries full of near-duplicates across states and products

  • 4.4 ★69 Gartner reviews

Messagepoint says Rationalizer migrates rules, data files and layouts for supported legacy systems.

ISIS Papyrus

Best for insurers that want case management next to documents

  • 4.5 ★92 Gartner reviews

A wider platform covering cases, processes and archiving.

Watch out: no published route off Documaker.

No vendor publishes a list of Documaker customers it has moved, so ask every bidder for references from insurers who left Documaker. Elixir’s Catalyst converter, which Elixir says works from sample PDFs and data, can help if your Documaker environment is hard to access. Full ratings are in the CCM benchmark.

What to inventory before a vendor touches your library

A converter can only carry over what you hand it. Build this list with your own developers before the proof of concept.

  • Data and extracts: every extract file, its format (XML or fixed-length) and its source, plus any fields scripts read directly.
  • Rules and scripts: custom scripting, the assembly rules that build each policy package, and logic hiding in job configuration.
  • Integrations and output: feeds from policy, rating and billing systems, print streams, archives, and desktop users who assemble documents by hand.

Filed forms set the order of work

Policy forms filed with state regulators are the slowest part. Wisconsin, for example, lets insurers use most forms 30 days after filing. Ask compliance which forms would need refiling if their layout changed, and move those at their next planned revision.

Correspondence, notices and billing documents usually carry fewer filing rules. Move them first, so your team learns the new platform before the filed forms go.

Steps for an Oracle Documaker migration

These follow our general CCM migration guide, with the Documaker-specific work called out.

  1. Inventory templates, extracts, scripts and integrations from production run logs.
  2. Rationalize. Retire unused forms and merge near-duplicates first. See template rationalization.
  3. Map data. Decide whether the new platform reads the same extracts or new feeds.
  4. Run a proof of concept on three of your hardest forms, including one with complex assembly rules. Compare options on the CCM migration tools page.
  5. Set the wave order with compliance: correspondence first, filed forms at their next revision.
  6. Test in parallel with the same extracts on both platforms.
  7. Cut over by line of business, keeping Documaker read-only until each regulated document has run a full cycle.

Moving policy admin systems too? Ask each bidder for a packaged integration that covers your policy system version, plus a reference customer running it live. A roadmap slide doesn’t count.
