Policy administration system document generation: which CCM platforms connect to your core
Most policy administration systems can produce basic policy documents on their own, but few have a dated, public CCM integration record. On Sapiens, start with Quadient Inspire; on Socotra, look at Cincom Eloquence; on OneShield, look at GhostDraft. On Majesco, EIS or Insurity, plan for an API build and make the vendor prove it on your release.
Running Majesco, Sapiens, EIS, Insurity, Socotra or OneShield? Then policy administration system document generation comes down to one question: is the core’s built-in output enough, or do you need a CCM platform beside it?
Most of these systems can produce declarations, endorsements and notices. Far fewer have a dated, public CCM integration record. This page shows what’s on record for each core, who connects, and what to test. On Guidewire or Duck Creek instead? See CCM for Guidewire and CCM for Duck Creek. For the full vendor list, start with our CCM software guide.
Pick by your situation
Short on time? Start here.
- On Sapiens CoreSuite? Look at Quadient Inspire, which Sapiens announced as a partner across P&C, life and workers’ comp.
- On Socotra? Look at Cincom Eloquence.
- On OneShield and want an insurance-only CCM? Look at GhostDraft.
- On Majesco, EIS or Insurity with big print runs? Look at OpenText Exstream, and budget for an API build.
- Leaving SmartCOMM? Read running SmartCOMM on one of these cores.
Who has a CCM integration on record, by policy admin system
Find your core in the left column and read across. A dashed cell means only a vendor page or seller listing says it, so make it an RFP question.
Rows are policy admin systems; columns are built-in output and the CCM platforms with an announced connection. Dated by the announcement. As of October 31, 2026.
| Vendor | Built-in document output | Quadient Inspire | Cincom Eloquence | GhostDraft | Other CCM or output partner |

Every filled cell is a vendor announcement or trade report of one. None of them prove the connector works on your release today.
Two things stand out. Sapiens and OneShield each have two CCM partners on record, and Sapiens’ are the more recent. And Majesco, EIS and Insurity have no CCM composition partner on public record, so any CCM platform you pick there connects over APIs that you or an integrator build.
Built-in documents or a separate CCM platform?
The core’s own output is often fine for one product line on one system. A CCM platform starts paying for itself when documents span systems or volumes get big.
| What you need | Built-in PAS output | Separate CCM platform |
|---|---|---|
| Declarations, endorsements and notices from one core | Usually enough | Optional |
| One template library across policy, billing and claims systems | Hard: each system keeps its own | Main reason to buy |
| Business users editing letters within locked wording | Varies; test it | Standard feature |
| Renewal and billing runs in the hundreds of thousands | Ask for benchmarks on your volume | Built for it |
| Print, email, portal and SMS from one template | Often PDF only; ask | Standard feature |
| Archive of exactly what each customer received | Check retention and search | Usually included or an add-on |
If two or more rows land in the right column, a CCM platform is worth pricing. Our CCM vs document generation guide goes deeper on the trade-off.
What to know about each core
Ownership changes and release cadence matter as much as the connector. Here’s the short version for each system.
Majesco
Thoma Bravo bought Majesco in 2020 for $594 million. In January 2026 Majesco closed its purchase of Vitech, adding pension and benefits administration, with CVC funds taking a minority stake.
Majesco’s Fall ’25 release cited faster document generation in its P&C core. We found no CCM composition partner announced in trade press or on a newswire. Ask Majesco for two carriers that run an external CCM platform, and which APIs they use.
Sapiens
Sapiens has the clearest CCM record of the group. In 2020 it announced that Quadient Inspire integrates with CoreSuite for P&C, CoreSuite for Life & Annuities and its workers’ comp platform. In 2023 Cincom announced an Eloquence partnership for CoreSuite.
Advent International took Sapiens private in a deal that closed in December 2025, with new leadership named the same month. Ask both CCM vendors whether their connector has been updated for the current CoreSuite release. Life carriers should also read CCM for life and annuity.
EIS
EIS now markets its core as EIS OneSuite, with AI features launched in October 2025. No CCM integration is announced in trade press or on a newswire. Treat every connector claim as a proof-of-concept item.
Insurity
GI Partners has held majority ownership of Insurity since 2019. Insurity added a Word-based forms authoring tool to Policy Decisions back in 2012, and in 2022 partnered with MPX for print, mail and digital fulfillment.
MPX handles delivery and a correspondence hub, not template composition. If you need business-user editing or one template library across systems, you’re adding a CCM platform over APIs.
Socotra
Cincom announced that its Eloquence platform connects to Socotra’s core, and Socotra named Cincom a new partner in October 2023. Ask Socotra what its core produces from templates, and how it handles filed-form versions by state and effective date before you decide you don’t need more.
OneShield
OneShield has two CCM partnerships on record. OneShield and GhostDraft announced a pre-built integration in 2017, and OneShield and Xpertdoc, now part of Experlogix, a joint P&C offering in 2014. Both are old, so ask what’s maintained for your release. Compare Experlogix in SmartCOMM vs Experlogix.
The best CCM platforms for these policy admin systems
These picks lean on dated integration announcements first, then on review volume. Ratings aren’t specific to any core; every number is in our CCM benchmark.
Best for Sapiens carriers, and insurers running more than one core system
- 4.8 ★130 Gartner ratings, Oct 2026
- Jul 2020Sapiens P&C, L&A and Workers’ Comp
Inspire is the only large CCM suite with a Sapiens integration announced across three lines of business. It also has dated connectors for Guidewire and Duck Creek, which helps if you run more than one core after an acquisition.
The Sapiens announcement focused on business users creating and updating templates without technical expertise, with a central template library and prefilled data.
Watch out: the Sapiens announcement predates Advent’s ownership, so ask what’s maintained for today’s CoreSuite release.
Cincom Eloquence
Best for Socotra carriers, and Sapiens carriers who want a second option
- 2023Socotra partnership
- May 2023Sapiens CoreSuite partnership
Cincom announced connections to both Socotra and Sapiens in 2023. Both announcements cover correspondence across the policy lifecycle and point to Eloquence’s APIs as the way in. The Socotra one names print and electronic delivery.
Watch out: it isn’t in our benchmark and has little public review data, so ask for two carriers on your core you can call.
GhostDraft
Best for OneShield carriers, and insurers who want an insurance-only CCM in the cloud
- Mar 2017OneShield pre-built integration
- Oct 2024Built by Guidewire integrations
GhostDraft builds CCM only for insurers. Its OneShield alliance promised a pre-built integration so business users manage templates, forms and correspondence in one place. It also has newer Guidewire and Duck Creek integrations if your carrier runs mixed cores.
Watch out: its OneShield integration is from 2017, and it has little independent review data. Lean on reference calls.
Best for Majesco, EIS or Insurity carriers with big renewal and billing runs
- 4.4 ★76 Gartner ratings, Oct 2026
No CCM vendor has a dated connector for Majesco, EIS or Insurity. So pick on volume and hosting. TrustRadius reviewers list batch processing among Exstream’s strengths. When OpenText launched Cloud Editions 20.2, which included Exstream updates, it described a containerized architecture that runs in your own data center, hybrid or in the cloud. Ask which of those options Exstream supports on your release.
Watch out: it has no announced connector for these cores, so price the API build and who maintains it.
Template sprawl the bigger problem? Messagepoint listed connectors to Quadient Inspire and OpenText Exstream in a 2021 announcement, so it can sit on top of either. Down to two? Compare Quadient Inspire vs OpenText Exstream.
Running SmartCOMM today?
If SmartCOMM composes documents for one of these cores, your renewal is the moment to set up a clean exit. The connector to your core is often custom, so it matters more than usual who owns it.
- Find your notice date, not just your renewal date. A proof of concept on real templates takes months. Our SmartCOMM contract renewal plan counts back from it.
- Get exit terms in writing: export of templates, rules and resources in a usable format, export of your archive with retention data, and paid transition access after the term ends.
- Confirm who owns the integration code between SmartCOMM and your core, and whether you can hand it to a new vendor or integrator.
- Size any extension to a migration, not to a full new term.
Then compare options in SmartCOMM alternatives and plan the move with our guide to migrating off SmartCOMM.

Frequently asked questions
Do policy administration systems generate documents on their own?
Many do. Majesco cited faster document generation in its Fall ’25 release, and Insurity added a Word-based forms authoring tool to Policy Decisions in 2012. Built-in output usually covers declarations, endorsements and notices from that one system; a CCM platform adds shared templates across systems, business-user editing, high-volume print and an archive of what was sent.
Which CCM platform integrates with Sapiens?
Sapiens announced in July 2020 that Quadient Inspire integrates with Sapiens CoreSuite for P&C, CoreSuite for Life & Annuities and its Workers’ Compensation platform. Cincom announced an Eloquence partnership for Sapiens CoreSuite in May 2023.
Who owns Majesco and Sapiens now?
Majesco has been owned by Thoma Bravo since 2020 and closed its acquisition of Vitech in January 2026, with CVC funds taking a minority stake. Advent International took Sapiens private in a deal that closed on December 17, 2025.
Which CCM platforms connect to Socotra?
Cincom announced that its Eloquence CCM platform connects to Socotra’s core, and Socotra named Cincom a new partner in October 2023. Other CCM vendors appear in Socotra’s app marketplace, which is seller-written, so ask for a live carrier reference.
I’m on EIS or Majesco and use SmartCOMM. What are my alternatives?
Neither EIS nor Majesco has a CCM integration announced in trade press or on a newswire, so any replacement connects over APIs. Quadient Inspire (4.8 from 130 Gartner Peer Insights ratings) and OpenText Exstream (4.4 from 76, October 2026) are the usual large-suite shortlist; ask each to rebuild three live templates on your test data before you renew.
